Partnerships

The primary activity of this project is the mobilisation of partnerships for Sustainable Energy in Africa. This involves:

  1. Identifying partners
  2. Bringing them together in partnership structures
  3. Supporting and contributing to their financing efforts
  4. Facilitating their set-up and operation.

Tools for the mobilisation of partnerships include the organisation of meetings, publication of newsletters and other information networking services. Notably, three workshops will be organised in three African countries (South Africa, Senegal, Zambia), to support this activity. The partnerships will aim to produce results that directly or indirectly serve to support policy making activities, including Poverty Reduction Strategy Papers (PRSPs). The ways to achieve this depends on the type of partnership to be initiated.

These partnerships fall into three essential categories: Policy Partnerships, Programme Partnerships and Action Partnerships.

Partnerships

Policy Partnerships support the development of progressive energy policy initiatives directly through research activities and stakeholder networking. Programme partnerships initiate and support training and capacity building initiatives, aiming to provide economic and political actors with the necessary skills to support and guide the development of markets and technologies. Action Partnerships lay the foundations for concrete projects including mainly pilot projects. These, for example, open the way for new markets, produce results that can be used for national guidelines, or produce lessons and experience for international aid and investment policy. These three partnerships are described in greater detail below.

Partners for Africa focuses on 3 themes around which the partnerships are organised. These partnerships are to be interdisciplinary groupings focusing on one of:
  1. Renewable energy and sustainable resource management
  2. Renewable energy and health
  3. Renewable energy and enterprise development

It is the responsibility of the work package leader to investigate which partnerships are the most appropriate in addressing the relevant issues. If you are interested in becoming involved, please contact the relevant theme leader, as listed below. The exact number of partnerships depend on their size and agenda. At least one of each type of partnership (Policy-, Programme- and Action) will however be initiated.

Policy Partnerships

Policy Partnerships aim to encourage the development of effective energy policy. Their activities include:
  • Policy research
  • Formulation procedures and content of Poverty Reduction Strategy Papers (PRSP)
  • Development of market incentives
  • Research and development of financing schemes (in cooperation with financial institutions)
  • The encouragement of cross-sector approaches (networking and mediation activities)
  • Production of reports, guides and strategy papers
  • Information dissemination activities

This partnership shall consist of 3 to 6 partners from the actors listed below:
  • Partnership coordinators
  • Political decision makers
  • Policy research institutes
  • Local government representatives
  • Consumer interest groups
  • NGOs and civil society
  • Industry and commerce
  • Financing institutes
  • Development institutes
  • RTD institutes
  • Socio-economic and poverty experts
  • Gender issues experts
  • European actors

Programme Partnerships

Programme partnerships initiate programmes encompassing for example:
  • Institutional capacity building
  • Technical cooperation
  • Market development
  • Training
  • Actions encouraging a cross-sector approach

The members of the programme partnerships vary strongly as a function of action chosen from the above list. They will be selected from:
  • Political decision makers (local and national government)
  • Policy research institutes
  • Local government representatives
  • NGOs and civil society
  • Development institutes
  • RTD institutes
  • European actors

Action Partnerships

Action Partnerships support the implementation of concrete actions, including for example the design and implementation of pilot plants. Projects of action partnerships will be carried out in close cooperation with financial institutions.

The action partnership will generally consist of 3 to 6 actors from financing institutes, project developers and technical/industrial players. Local and national government actors may be brought in under one of these roles, or as additional support to help get projects off the ground.

Themes

Partners for Africa focuses on three themes around which partnerships are organised. These are:

Renewable Energy and Sustainable Resource Management

This theme focuses on issues of sustainable resource management, in particular for:
  • Improving quality of life for women
  • Relief of water stresses
  • The exploitation of residues from sustainable forestry and agricultural activities.
  • Formulation of sustainable alternatives to unsustainable tree-felling
  • Managing the resource chain logistics
  • Reducing the resource depletion
  • Improving biomass fuel preparation

Renewable Energy and Health

This theme focuses on the energy related issues of health and provision of health-related infrustructure, including:
  • Encourage energy supply solutions for essential health-related infrastructure
  • Address issues of indoor air pollution and household energy use
  • Address issues of health and safety related to the preparation and use of energy in the home (including burns from boiling water, fires, and ingestion of kerosene)
  • Address health issues relating to energy and water use

Renewable Energy and Enterprise

This theme focues on the mobilisation of partnerships on renewable energy and enterprise development to:
  • Increase the electricity supply to enterprises
  • Improve water pumping and/or decentralised water purification facilities
  • Empowerment of women in and through small businesses
  • Introduction of low-tech, low capital investment energy services
  • Small, private renewable energy installation operators, including community-run installations
  • Technology and knowledge transfer
  • Micro-credit schemes
